Yes, transportation and signage is a big issue. They were asking a lot for day tours, but we paid a small amount to rent a bike and see it ourselves. (My partner has a license and speaks Cebuano)However, without my GPS and its map of the Philippines (available for free online although in beta) we would have never found the Tarsier sanctuary or the chocolate hills, for lack of signs.
